Sosyal Etki Tahvili (SIB)

Social Impact Bond (SIB) – Sosyal veya çevresel sonuçlara ulaşmak için bir “sonuç için ödeme yapan taraf” ile bir servis sağlayıcı kuruluş arasında hizmetlere yönelik sonuç odaklı bir sözleşmedir. Bir yatırımcı daha sonra hizmetlerin sunulması için finansman sağlar. Sonuçlar sözleşmede belirlenen hedefleri karşılamazsa, yatırımcı parasını kaybeder ve işin özünde hayırsever bir bağış yapmış olur. Öte yandan, hedeflere ulaşılırsa, yatırımcı yatırımını geri alır ve elde edilen sonuçların kapsamına göre artan bir getiri elde eder.

Amerika Birleşik Devletleri’nde PFS (pay for success – başarı için ödeme), Avustralya’da SBB (social benefit bond – sosyal fayda tahvili) ve Fransa’da sosyal etki sözleşmesi olarak bilinen SIB, geleneksel anlamda bir “tahvil”den bu yönlerde farklılık gösterir.
